Business CCTV cameras in Quebec are available in HD and 4K, but choosing the right system depends on your business needs.
A Lachine warehouse manager calls on a Monday morning: three pallets gone over the weekend. He had cameras. Twelve of them. We review the footage together. We see a man, a cap, a pale van. Choosing between a 4K CCTV camera (3840 × 2160) and HD (1920 × 1080) has less to do with “image quality” than with how wide the scene is. What matters is pixel density on the target, measured in pixels per metre (px/m). An HD camera reaches the identification threshold (250 px/m) across a scene roughly 7.7 m wide at most; a 4K camera holds that same threshold out to about 15.4 m. In practice: HD is fine for a till, a doorway or a corridor; 4K becomes necessary the moment you’re covering a parking lot, a loading dock or an open sales floor.
The real difference: pixel density, not resolution
Resolution describes the total number of pixels on the sensor. Pixel density describes how many of those pixels actually land on your target. The second one determines whether you’ll be able to identify someone — and it depends as much on the lens and the distance as on the sensor.
The math is simple:

A 4K camera aimed across a 40-metre parking lot delivers 96 px/m — less than an HD camera pointed at a 2-metre doorway (960 px/m). The “better” 4K camera is the less useful of the two here. It’s that simple, and that counterintuitive.

What this table exposes: past roughly 8 metres of width, HD stops being an identification camera and becomes a context camera. It tells you something happened. It doesn’t tell you who.
What the new IEC 62676-4:2025 standard changes
The international video surveillance standard has been revised: IEC/EN 62676-4:2025 came into force on October 9, 2025, and raises the identification bar significantly — from 250 px/m to 500 px/m.
The old 250 px/m figure predated the widespread use of compressed IP cameras. In real conditions — H.264/H.265 compression, low-light noise, motion blur — 250 px/m didn’t always support a defensible identification. The 2025 revision also replaces the DORI acronym with a seven-level scale (Overview, Outline, Discern, Perceive, Characterize, Validate, Scrutinize).

Our reading, and it’s a blunt one: if your footage might one day support an insurance claim or a disciplinary file, design the system to the new threshold, not the old one. A camera that “sees” is worth nothing if the image doesn’t hold up when it matters.

The hidden cost of 4K: storage, bandwidth, light
A business CCTV cameras Quebec price tag is never the real cost of moving to 4K. Three downstream items decide whether the project holds together.
- Storage. Four times the pixels means roughly three times the data once H.265 is applied. If your insurer or internal policy requires 30 days of retention, the recorder has to be sized for it — and that’s where quotes usually go wrong.
- Bandwidth. Viewing a 4K stream remotely from your phone taxes your upload speed, not your download. Plenty of Quebec SMBs have modest upload. The fix: a low-resolution secondary stream for mobile viewing, 4K kept for recording.
- Light. A 4K sensor spreads the available light across four times as many photosites. Without adequate lighting or a quality sensor, a cheap 4K camera produces a noisier night image than a good HD one. In a poorly lit warehouse, the budget is better spent on lighting than on pixels.
The middle option few providers offer: 4 MP (2560 × 1440). Roughly double HD’s density, roughly two-thirds of 4K’s storage load. For continuous 24/7 recording where retention matters more than peak detail, it’s often the best value in the lineup.
What Quebec law requires, whatever the resolution
The moment your cameras capture images of identifiable people, those images are personal information under Law 25 — and higher resolution increases your exposure, not the reverse.
Principles to respect:
- Specific purpose. The camera must address an identified risk (a till, an entrance, a dock), not people in general. Continuously filming workstations amounts to productivity monitoring, a purpose that has been found illegitimate.
- Transparency. Employees must be informed that cameras are present and told why. Hidden cameras are, as a general rule, prohibited.
- Minimization. Collect only what’s necessary, and keep it no longer than necessary.
The reference case is recent. In a decision dated May 20, 2025 (file 1031833-S), the Commission d’accès à l’information examined a video surveillance system installed in the cabs of a company’s delivery vehicles. The security objectives were recognized as legitimate — but the Commission found continuous surveillance disproportionate, and ordered the company to limit in-cab image collection to a set number of seconds before and after an incident, and to stop capturing once the engine was off.
The takeaway for a business owner: document the why of each camera before deciding the where and the how many pixels. If a complaint is filed, that written justification is exactly what you’ll be asked for.

Not everywhere. 4K becomes necessary once the scene you’re covering exceeds roughly 8 metres in width. For a till, a doorway or a corridor, an HD camera already delivers enough pixel density to identify a person. The right approach is mixed: 4K on wide zones, HD on narrow ones.
HD 1080p has 1920 pixels across the width, 4K UHD has 3840 — double linearly, four times the total pixel count. In practice, at the same framing, 4K doubles the distance at which you can identify a person.
Using the H.265 codec, 4K consumes roughly three times the space of HD at equivalent settings. The exact requirement depends on camera count, retention period, frame rate and recording mode (continuous or motion-triggered).
Not automatically. A 4K sensor spreads available light across four times as many photosites, which can produce more low-light noise than a good HD camera. Night performance depends on sensor quality, lens aperture and, above all, site lighting.
